Michael J. Freeman - CEO

Michael J. Freeman joined PPC in 2011 bringing more than 25 years of successful leadership in the federal market space. He works closely with PPC’s senior management team on leading and executing corporate business strategy and he will work to refine PPC’s’ strategic direction to ensure corporate growth and leadership in the progressively competitive IT market.

Michael is a successful and proven executive who has established himself in the Federal environment as a strong business and P&L leader focused on growing the base of both large and small business entities. His background includes Consulting, Services and Software development where he established himself as a proven leader in the Intelligence, DOD and Civil U.S. government market.

Business development and an intuitive market appreciation have been instrumental in Michael's success. He is a hands-on executive who engages with Federal executives in influencing, understanding and determining successful solutions for the both the customer and the company. He is recognized by many customers as a trusted partner and comes highly respected by his peers, staff, and employees. Prior to joining PPC, he was the CEO of Lucaid Inc., successfully establishing the foreign-based company in the United States. Luciad Inc. was considered a new market entry in to the Federal GIS visualization field. The company developed and sold Geographical Informational and Analytical Visualization software for the Intelligence, DOD, and civil market space.

Michael also successfully led HP’s Federal Consulting and Integration Practice based in the Washington D.C. area. He transformed the business into a recognized competitor and leader in the Intelligence and DOD markets by partnering and priming successfully in IT integration, consulting, and software application support. In this role, he was recognized numerous times for his leadership, business growth, and his ability to execute change within a transformational period. Prior to starting with HP, Mr. Freeman served as CTO for one of Northrop Grumman’s business units focusing on Homeland Security, Department of State, and the Department of Transportation to include the FAA and DOT.

Michael has a M.S. in Technology Management from the University of Maryland and a B.S. in Business Management from the University of LaVerne in California. He also taught HP’s Leading for Results – Business Excellence course focusing on maximizing revenue and margins and is a graduate of Darden’s Executive Leadership training and Wharton’s Executive and Business and Finance series.

Tony Cicco - Global CIO

Tony Cicco, Global Chief Information Officer, is responsible for leading all technology and security initiatives for the AEA group — AEA, PPC, and ERG. Tony joined PPC in 2011, and is currently is responsible for overseeing and coordinating all technology, telecommunications, wide area networking, local area networking, desktop support, IT security, disaster recovery planning, applications training and support, and information management.

Tony has more than 35 years of IT experience and more than twenty years of data centre operations and management experience. He is an industry-recognised leader in planning and directing innovative IT and customer service solutions.  He possesses an in-depth understanding of Green IT technologies and solutions and their business application and brings extensive IT experience developed while serving as the Government Accountability Office (GAO) Chief Information Officer (CIO), as well as early career experience in data centre operations and management evaluations. During his tenure as CIO, Tony established a vision for change, innovation, and IT transparency for GAO executives, business stakeholders, and employees. He consolidated and standardised IT infrastructure operations at GAO HQ and its 13 field offices. During his tenure, GAO went from 53rd to 1st in the Gartner Group’s total cost of ownership ranking while the IT organisation received the highest customer satisfaction scores across the agency.

He has been selected to Computerworld’s list of Premier 100 IT Leaders for his work supporting the Hurricane Katrina response, CIO Magazine’s CIO 100, and Federal Computer Magazine’s Federal Top100 list. Mr. Cicco is also a Congressional Award recipient for leadership in supporting key legislative activities under emergency conditions.
Prior to joining PPC, Tony provided IT Governance, CIO mentoring, and IT energy management and optimization services to SRA clients. He developed SRA’s comprehensive Green IT Maturity Model that is based on industry best practices and sound IT governance.

He earned his MBA in Organizational Management from California State University, and a Bachelor of Science in Business Administration from the University of Nebraska-Omaha.

Mike Mullen - Senior Vice President & Chief Business Development Officer

Mike Mullen joined PPC as Senior Vice President and Chief Business Development Officer in January 2011. His responsibilities include the oversight and management of PPC’s strategic direction, business development, marketing, and proposals. He brings a strong track record with 20 years of experience enabling federal decision-makers to achieve their goals through the acquisition of strategic IT and professional services.

Prior to joining PPC, Mike led INgage Networks’ executive team as VP of the Federal Sector. There, he spearheaded the federal strategy across the federal civilian and defense markets and grew the firm’s federal reach by more than 600%. He created a unique approach that focused on educating and training federal customers about how to derive enterprise value from social networking technologies based on tangible business objectives.

Mike established himself as a successful leader and business grower in the federal market at INDUS Corporation. During his 16-year tenure at INDUS, he led the company’s growth from a start-up venture to a $100 million enterprise —earning the company recognition among the Inc. 500 Fastest Growing Private Companies in America, and four consecutive years on the Washington Technology Fast 50 list. Mike was responsible for leading and overseeing the company’s entire business development life cycle during this record-setting growth and won significant game-changing contracts such as: GSA’s $50 billion Alliant program; Commerce’s $8 billion COMMITS program; Transportation’s $275 million FITSS program; FBI’s $125 million IT Support Procurement; and NASA’s $75 million Business Applications and Sustaining Engineering program.

Mike currently serves as the Vice Chair at-large for the Industry Advisory Council (IAC) Executive Committee, representing 550+ member companies working to bring industry and government executives together to enhance government’s overall ability to serve the public. Mike has held numerous leadership positions within IAC, including: Partners Program Vice-Chair, Partners Program Chair, and Chair of the Professional Development Advisory Committee (PDAC). In his current Executive Committee role, Mike supports the development of ACT-IAC’s Education & Training initiatives that will offer greater value to both Government and industry members. Mike’s efforts earned him recognition as IAC’s Individual Contributor of the Year (2008) and ACT-IAC’s Fellow of the Year (2009).

Matthew Low - Vice President, Energy and Environmental Programmes

Matthew Low has 32 years' professional experience in environmental energy, law and policy and has been involved in more than a hundred major US policy, regulatory and statutory negotiations. In addition to his federal work, he has led environment due diligence activities for many major company acquisitions and is nationally recognised for his work as an arbitrator, mediator and expert witness in Superfund Cost Allocations.

Matthew has develop policy recommendations, mediated negotiations and facilitated discussions on a diverse range of environmental and energy issues. These include carbon emission trading programmes under the Kyoto Protocol, the siting of high-level nuclear waste facilities, acid rain policy and legislation, hazardous waste capacity assurance and guidelines, stratospheric ozone toxic release inventories, and energy efficiency initiatives.

For the EPA, Matthew has developed case studies to train other countries in compliance and enforcement techniques. He has served as branch chief and senior litigation counsel for EPA's Office of Enforcement and as Director of Policy for the National Commission on Air Quality. He was formerly a partner in a private law firm and President of TechLaw Inc.

Dale Tuttle - Vice President, Business Technology Solutions Division

Dale Tuttle leads AEA North America's Business Technology Solutions Division, which provides advanced Health IT solutions to federal customers using proven portal, business process management, knowledge management and data warehousing technologies. His division also supplies web-based Document Assembly solutions to both private and federal customers.

Dale has personally led a number of major projects requiring extensive design, integration and security planning. His broad spectrum of public sector clients includes the National Institute of Health, the Department of Energy and the Federal Bureau of Investigation (FBI). His extensive private sector experience includes deploying comprehensive IT solutions for Reebok International and Staples. He also has experience in requirements analysis and best practice consulting and holds a Department of Defense Top Secret Clearance.

Prior to joining the company in 1999, Dale held IT management positions at Advanced Technology Systems, WPI, and the Center for International Earth Sciences Information Network (CIESIN). He has an MA and a PhD from the University of Maryland, College Park, and has served as a visiting Assistant Professor at Hood College and Virginia Tech.
